Abstract

The Royal Australian Navy (RAN) knowledge to maintain, monitor, manage, predict and optimize the life-cycle operational performance of its naval fleet under uncertainty is continually growing. Hence, decisions regarding major surface ships should be supported by an integrated risk-based life-cycle multi-objective optimization framework by considering, among other factors, the likelihood of operational performance and the total expected cost accrued over the entire life-cycle. In recent times, maritime surface ships have attracted a lot of attention among industry and governments around the world. One important requirement of surface ships is that they should at minimum be seaworthy. Generally, to determine their level of seaworthiness; the development and application of a risk-informed approach need to be adopted. In this paper, a framework for optimal ship maintenance throughout life cycle cost analysis using risk-based maintenance scheduling with emphasis on naval vessels was conducted.

This framework allows for the appraisal of a variety of risks, including operational risk, financial risk, human error probability risk, environmental risk, and technological risk. Results of lifecycle cost assessment show that significant cost reduction can be derived by the application of the Risk-Based Maintenance strategy (RBM). This model is seen as superior to the existing Preventative Maintenance and Reliability Centred Maintenance approach. Risk parameters were modeled using a probabilistic approach backed by condition monitoring data from the vessels in combination with normative decision theory was proposed for the Risk-Based Maintenance strategy (RBM). Further considerations on efficient current practices, gaps, life extension decisions based on risk-informed approach, and impacts on the life cycle cost are considered. Maintainability, Availability, and throughout life cycle cost are evaluated against existing Preventative Maintenance metrics. Accurate modeling and application of the RBM Scheduling framework are expected to result in reduced maintenance costs towards meeting seaworthy availability and capability requirements for surface ships.
