Welcome to Health Economics and Finance. This Unit introduces students to key conceptual frameworks and principles of health care economics, health systems and health care financing. It examines how both Australian and international health care systems are financed and funded. The Unit will examine the core theories of supply and demand in health care, including the critical role of health systems, health financing, inequity and inefficiency in health care resource allocation, and characteristics of health care markets. 
 
Aims of the unit  
 
The aims of this unit are

  1. To introduce students to key conceptual frameworks and principles of health systems and health care economics;
  2. To present the major driver of health care expenditure growth;
  3. To introduce the organization of health care providers’ industry and health financing models;
  4. To introduce health economics evaluation: cost-minimization, cost-effectiveness, cost-utility and cost-benefit analysis;
  5. To examine the economics of Australian and international health care systems design and regulatory frameworks;
  6. To develop an understanding of the key elements of health care markets;
  7. To encourage students to develop analytical and evaluative skills through research and policy-focused assessment tasks. 

 

  
Learning outcomes for the unit 
 
By the end of the course the student will be able to: 
1) Analyse the economic complexities of health systems and health care relevant to health policy and management;  
2) Identify the key economic trade-offs implied in different health care allocation problems, and analyse its implications;  
3) Critically examine the economic reasons behind trends in health care system development;  
4) Critically discuss the way different health systems address these fundamental tradeoffs;  
5) Apply economic tools to concrete health economics issues that arise in the workplace;  
6) Critically evaluate a research design used to identify the effects of a health financing policy.  
7) Link different policy recommendations to specific types of market failure;  
8) Apply analytical skills to interpret, analyse and synthesise data from a variety of sources and communicate information effectively.
