You have been hired by the World Health Organisation to provide a comprehensive, evidence- based Health Promotion Plan that draws on the Ottawa Charter to address a key maternal health issue:
“Inequality in access to modern contraception in Nigeria”.
Health Indicator: The percentage of women aged 15–49 years, married or in-union, who are currently using, or whose sexual partner is using, at least one modern method of contraception. Modern methods of contraception include: female and male sterilization, oral hormonal pills, their Intra-uterine device (IUD), the male condom, injectables, the implant (including Norplant), vaginal barrier methods, the female condom and emergency contraception.
Determined using a wealth index. Country-specific indices were based on owning selected assets and having access to certain services, and constructed using principal component analysis. Within each country the index was divided into quintiles of households, thereby creating five equal subgroups that each account for 20% of the population.
Develop an evidence-based plan around how to address this health issue using ONE action area of the Ottawa Charter This section needs to address the following points:
• Briefly introduce, and provide a case for intervening on,the health issue of interest: inequalities in access to modern contraception in Nigeria
• Introduce the Ottawa Charter
o Identify ONE chosen action area that will be of focus in this report o Justify your chosen action area using both the data provided by The World Health Organisation and wider peer-reviewed literature
• Develop an evidence-based plan for how this particular action area should be targeted. Consider the following:
o Previous initiatives within this action area – what has worked, what has not worked, what is novel and what is evidence-based
o Potential barriers to addressing this action area – how they have (if at all) been previously addressed, what should be done to mitigate/overcome these barriers
o Key stakeholders that would be relevant to engage in the process of addressing this action area – how would they be involved and when (be specific)
Provide a critical commentary on the application of the Ottawa Charter from a postcolonial perspective
This section asks you to consider how the Plan described above (Part 1) might consider some of the issues raised by the recommended article
