1. Introduction: 

In Australia, demand for better services is increasing while human and fiscal resources are lessening (Duckett & Willcox 2011). In response to these challenges e-health initiatives, particularly Electronic Health Records (EHR) are being adopted and implemented since they potentially offer benefits such as better health information sharing, more efficient healthcare delivery and saving lives (Gill 2010; Häyrinen, Saranto & Nykänen 2008; Wiljer et al. 2008; Urowitz et al. 2008; Deloitte 2011; Queensland Audit Office 2018; AIHW 2018). 

The Australian My Health Record (MyHR) is a person-centric secure repository of electronic health and medical records of individual’s medical history that act as a hub for linking hospital, medical and pharmaceutical systems using a patient unique identifier. (NHHRC, 2009:134). It can capture information from different systems and present this in a single view to consumers and authorised service providers for better decision making about health and service delivery (NEHTA 2011). The final report will evaluate the MyHR system and will analyse the critical factors for the success of the system in Australia.

1.1 Background 

The final report will provide the background of the healthcare system in Australia, and will also provide information about the chosen technology i.e. (MyHR) and why it has been chosen by the government to help remedy the problems of the healthcare system identified in the introduction.

1.2 Rational for the report 

The implementation of the MyHR has raised many interesting questions concerning policy issues - such as patient privacy, the security of information, identification and management of patient’s consent for participation and data collection. Technical issues concerning system complexity and user understanding of system, lack of standards & protocols, disparate health information systems and frameworks for their integrations, complex user interfaces have also been raised (DoHA & NEHTA, 2011; Foo, 2012; Hall, 2010; Muhammad et al., 2012; Naismith, 2012; Showell, 2011). The provision of evaluation and analysis of success factors of MyHR implementation and for making substantial critiques of the MyHR for its strengths, benefits, weaknesses and other issues has to date not existed in an Australian context.

1.3 The Aim of the study 

The aim of this study is to analyse the My Health Record (MyHR) implementation and adoption in Australia.

1.4 Research Questions 

“What are the key success factors for the development, adoption, implementation and diffusion of MyHR in the Australian healthcare context?”

2. Proposed Literature Review Approach

Below are the main themes of the literature review.

2.1 Current Healthcare System Issues and their Impact on Healthcare Delivery in Australia 

A review of the healthcare system issues in Australia or countries with similar context and challenges will be provided.

2.2 Current State of ICT Use in Australian Healthcare Sector 

The current health IT capabilities and state of ICT in the healthcare sector in Australia will be reviewed.

2.3 The My Health Record (MyHR) 

A review of the MyHR system and its capabilities and evolution from paper medical and health record to a digital health record system will be provided. Also, an analysis of the benefits and constraints to the development, adoption, implementation and diffusion of MyHR technology will be provided.

3. Proposed Research Approach

The chosen data collection method for this report will be a review of the literature and archival records with the purpose being to gain knowledge of issues and challenges the Australian healthcare system is facing, and the solution pathways health information technology may offer in order to answer the research question posed. 

The publicly available documents of different health organisations, government agencies and private organisations involved in healthcare service delivery and the MyHR development and implementation will be reviewed. A content analysis will be done. The publicly available documents will be accessed through the Deakin University Library and Google scholar.

3.2 Data Analysis Method 

Given the nature of this topic, it is anticipated that a PESTEL analysis (Kotter, Teisberg & Drucker 2015; Perera 2017) will inform part of the report analysis based on several archival records and documents relating to the health information and communication technologies implementation and adoption in healthcare service delivery settings.

4. Discussion and Conclusion

The purpose of the research report is to evaluate the implementation in terms of success factors for its adoption of MyHR in Australia, in the context of political, social, economic, environmental and infrastructure/technology factors. It is expected that the study will demonstrate its importance by identifying key constraints to the MyHR implementation and adoption. This study will serve to provide us with insights that may apply to other similar national systems such as the systems being implemented in China (Shu et al. 2014), Canada (Canada Health Infoway 2017) and Singapore (Wee, Zhou & Tayi 2015).
