He was on top of the tank the tank was used as a receptacle for discarded oil filters and other filters for diesel and petrol engines. During this work activity, the tank exploded due to a reaction caused from the welding heat and the hydrocarbons deposited inside the tank. The worker died instantly. The investigation revealed the worker was not qualified; nor was he inducted, trained or supervised.

Following your selection process to appoint a competent arboriculturalist (= tree surgeon = contractor A, who had many years of provable training & experience of removing very large trees within busy business precincts as a contractor) to assess and make all the dangerous trees safe, the chief financial officer (CFO) complains to you that “you chose the most expensive contractor to do the work, when there were much cheaper, trained and experienced alternatives available”.
 
You are to prepare a brief, bullet-point reply (similar in size and content to that below), explaining the legal reasons both for choosing contractor A and for not choosing the other contractors, knowing that the selection process revealed the following information:
Contractor B had a certificate of attendance at both a chainsaw course and a tree-felling course, but had always been the ground-based crew for many prior large tree-removal projects as part of a larger, well-regarded contractor, before recently going into business himself as an independent, tree-felling contractor;
Contractor C had only attended an education session at his local TAFE college on arboriculture as part of an open evening presentation, and was willing to complete an appropriate course prior to the work being completed;
Contractor D had a certificate of attainment in chainsaw use & maintenance and had a certificate of attainment in large tree-felling, but could not provide any references or information regarding similar jobs being completed as a contractor;
Contractor E was a general gardener, who had many decades of verifiable practical removal of large trees, small trees & shrubs, but relied on ‘grandfather rights’ to cut trees in the canopy using a chainsaw; and, 
Contractors A to E inclusive all consisted of two people: often one lead, tree canopy (dedicated only to working at height with a chainsaw) worker and one junior, ground-based (receiving lowered tree limbs) worker?
