Consider the case scenario below:
Lincoln is a five-year-old boy with profound hearing loss. He lives with his mother, Claire, who identifies as an Aboriginal woman and whose family is from western Queensland, his father, Scott, (who is a non-Indigenous man from Sydney), and his two younger sisters Kayla (4 years) and Tahlia (2 1/2 years).  The police referred the family to statutory child protection services after two episodes of domestic violence that occurred in a two-week period about 4 months ago – there was no prior history and no reports since.  Neighbours called police on both occasions.  The police talked with Claire and Scott after the first incident and left after giving Scott a warning.  Three days later neighbours reported hearing shouting, children crying and Claire screaming. The police came again - Scott was arrested, and the police made a formal referral to statutory child protection services.  Claire did not apply for an AVO though the police gave her this information.  Scott returned to live with Claire and the children in the last month though he is awaiting a court hearing about the DV charges.
Statutory child protection officers visited the family and referred them to your organisation (a non-government family support service), and to a hearing loss service at the local hospital.   It was noted in the referral that Lincoln was attending an early intervention program at a local school for children with special needs but was not engaged in any specific services for his hearing loss.  The referral indicated that statutory child protection services would monitor the family for at least 6 months and requested that your organisation engage the family with support services to address parenting and relationship concerns.  
During your first visit to the family, both Claire and Scott are quiet and responded only to direct questions. The children are at home, playing in the room while you were present.  They appeared well but did not respond to your attempts at interaction.
You gather some basic information including that the family have few family supports in this town with most of their extended family living either in Sydney or out west.  Neither parent is working as Scott was laid off because his employers went out of business about 4 months ago (this was the catalyst for the violence that occurred, according to Scott).  Claire tells you she has not followed up the referral to the hearing service at the hospital. When you ask why, Claire says their car is having problems and they cannot afford other transport or car repairs.
When you ask Claire and Scott how they think your service could best help, Scott says ‘by leaving us alone and let us look after our kids’.  
So you return to your office and are now contemplating where to from here, especially since you do not have much information.  Your supervisor suggests you develop an evidence-informed paper for an upcoming case conference about issues and contexts that influence child and family work.  She tells you that this paper will be used to assist your team to develop a plan for future work with the family.
Specifically, she asks you to write a paper that discusses the general historical, cultural and social contexts of work with families like Lincoln’s family.  She does not want any specific family assessment at this point but wants the team to consider the issues and contexts that impact child and family work.  She asks you to complete your report with an analysis of positive practice issues that enhance good practice and the possible challenges or barriers to engaging the family that the team should address.
