LatrobeService is providing student services through various activities. Recently, LatrobeService has got an instruction from University Executives to prepare an ‘App’ (for Smartphones and Tablets) for the student services (including Postgraduate and Undergraduate students). The main objective of the project is to provide useful information (on-campus facilities, academic calendar, exam timetables, customise class schedule, campus job opportunities, campus event information, hotline chat facilities with ITS) for students to improve students experience at Latrobe.

The contents of this Request for Proposal (RFP) are available for general public observation.

1. Statement of work

At this stage LatrobeService (your lecturer) is requesting proposals from qualified contractors (your team) to plan, design, build, test, and launch an App for student services with the following requirements. The App must be ready to use before Sep 20, 2020. 

The App should go through user acceptance testing to find out if your mobile App works for its target users. Testing will make your App available for a beta trial, to find out whether or not the App has satisfactory functionality in a real environment. It is also important to keep in mind, completing the App and its launch is not the end. App requires updates and addition of new features after launching the application. The client wants a plan how the contractor can support to maintain the product after delivery of project. It is important to make a “service agreements” to make sure that client will have continued access to the mobile development team through and after the App is launched (at least for three months). 

The proposal is required to include the following:

Based on client’s need your team needs to perform a preliminary research on the existing similar Apps in the market to come up with the user requirements and ideas. This will help to: 

- Understand and clarify client’s need.

- Service features need to include and get approved from the client

- App design structure.

- Technical requirements.

- Possible issues of troubleshooting.

The contractor needs to clearly understand the clients need and address those things within the App. The client expects a clear scope statement in the proposal. It is also important to convince the client that proposed App would improve students experience at RMIT; hence it will be worth to invest in the App development. 

Technical requirements

The contractor needs to ensure and incorporate technical requirements in the project plan and engages major stakeholders (for example LatrobeService, Students, ITS) in technical feasibility assessment. Within the proposal, the contractor needs to address whether the back-end systems will actually support the App’s functionality. It is the project requirement that the App should be consistent with latest iOS and Android platforms (as of March 2019) as well as Smartphones and Tablet formats. 

Design, build and test the App

The contractor needs to identify and plan for activities required to App design, build and test. Based on submitted proposal, the client will select App developer and the selected developer is responsible for ensuring that the mobile App is available via online distribution channels (Apple store and Android Market). The mobile App also needs to make available to users as a ‘free download’.

The contractor will need to incorporate prototype in its project plan. A prototype will help to define the App’s concept in visual terms. It provides the opportunity to see how the App might evolve and work. You do not need to design the prototype at this stage. 

Conditions of supply of product/services:

The contractor must:

  • Supply the product/services to the LatrobeService.

  • The contractor at its cost will deliver the goods or services (if any) to LatrobeService by the date for delivery.

  • The contractor must give reasonable notice (at least two weeks) as to the date and time that the product/service will be delivered to the client (LatrobeService).

  • The contractor must ensure that the product/service conform to the specifications.

  • If the product/service do not conform to the specifications, LatrobeService – by written notice to the supplier, will reject the product/service within the period of 15 business days after the actual date of delivery. 

  • The contractor must ensure that the product/service comply with all applicable laws and applicable Australian standards.

  • Latrobe will pay the contract price in monthly basis based on % completion of work performed. Final 25% payment will be paid after the product/service have been delivered to and accepted by LatrobeService in accordance with the contract which will be signed by the tender winner. Contractor must put this plan under time-phased budget of the project.

2. Items supplied by LatrobeService

For further information regarding the project scope and limitations, the contractor can ask for additional RFI (Request for Information). The contractor should identify any resources needed to be supplied by LatrobeService in its proposals. The client reserves the rights to ask for a proposal to be resubmitted if it is unable to supply any of the items requested in the original proposal. 

3. Approvals required from the client

The contractor (your team) must obtain approval of LatrobeService (lecturer) for the specification of the product/service to be supplied, or for any change of approved plans.

4. Type of contract

LatrobeService is considering the contract will be for a fixed due date (Sep 20, 2020). There will be a penalty for not meeting the deadline. The penalty will be 5% of contract total price per week. LatrobeService is open to negotiating the total price of the contract (optimise cost). 

5. Project completion date

Your team must complete awarded contract (deliver specified goods and service) by Sep 20, 2020, or penalties for late or non-completion will be incurred as per negotiated contact terms
